We can create shipping promotions using the Management Center. Shipping promotions offer incentives that affect the price of shipping orders to customers.

This promotion type offers shipping at a fixed price. This promotion type offers shipping at a fixed price when the customer purchases a specified number of, or spends a specified amount on catalog entry X in one order.
