Specify a core group when creating an appserver

Servers | Server Types | WebSphere application servers | New | node | appserver | Next | server_template | Next | core_group | Next | Finish | OK | SaveSynchronize changes with nodes, click Save, and restart all members of the core group.
Start the new appserver.
After the server starts, it becomes a member of the selected core group.
