Error Binding to Port:portnumber Exception: java.net.SocketTimeoutException: Accept timed out.

The listener port for HTTP recording is in use by another application.

Fix

Change the listener port for HTTP recording to a port that is not in use by another application. See Change HTTP recording preferences for more information. On the RPT HTTP Recording preferences page, edit the value of the Proxy Recorder Local Port field.
