Database transfer: Create database runtime users and groups

1. Create the database runtime users for the database domains on the operating system.
2. Create the dbdomain database runtime user. Use dbdomain.DbRuntimeUser as the user ID when creating this user.
3. Create the dbdomain database runtime group. Use dbdomain.DbConfigRoleName as the group name on the operating system.
