To optimize the WebSphere Portal for development and to improve start up performance, run the task described in the InfoCenter....

cd $ PROFILE_HOME/ConfigEngine
ConfigEngine.bat enable-develop-mode-startup-performance

The task should end with a 0 return code. If some problems occur during the execution of the task, you can find a problem resolution.
