Multiple groups and views

If a user is a member of multiple groups, the user has a merged view of all of the tasks provided to both groups. The user has the merged view, even if one of the groups does not grant access to the task.

We must coordinate the views users see when they have membership in multiple groups. One group to which they belong might permit a task, and another group might not. If a task is permitted in any view, that permission takes precedence. A task might be permitted in the view that one group has. A user in that group can use the task even if the user is also member of a second group with a view that excludes the same task.
