Create a copy of the theme

We create custom themes by copying the Portal v8.5, ensuring the custom themes have all required elements, and that changes will not be overwritten by a fix pack.

1. Copy the static resources for the theme
2. Copy the static resources for the skin
3. Copy the dynamic resources for the theme
4. Link the static resources to the dynamic resources for the theme
5. Make the custom skin the default skin
