The Target to PVSPath cache only applies to PolicyValueSets that use Personalization execution to generate a string path specific to the personalized path down the policy tree. It contains at mapping/cache of Policy Targets to the resulting string path. From the path, the PVSPath to PVS cache can be queried for the PolicyValueSet object.
