The WCM Java applet
The first time you use a WCM system you will, at some point, be asked to authorize a Java Applet. Click Grant Always and this dialog will no longer display. If you ever receive an error stating that the "WCM applet failed to load or is unavailable", you may need to reinstall the applet:

For example, on a Windows system, go to...
Control Panel | Java Plugin | Certificates
- Reinstall or update your JRE.
- Open a new WebSphere Portal session.
- Go to the WCM tab.
- At some point, you will be asked to authorize a Java Applet. Click Grant Always and this dialog will no longer display.
