Determine whether read ahead is allowed by referring to the queue or topic definition.

XMSC_WMQ_READ_AHEAD_ALLOWED_DISABLED

Read ahead is not allowed while consuming or browsing messages.

XMSC_WMQ_READ_AHEAD_ALLOWED_ENABLED

Read ahead is allowed.
