Library: Configure RQM

This library will configure the machine to use the Rational Quality Manager configuration file specified by rqm-config.

This file contains the Rational Quality Manager connection information required for RPT or RST to connect back into Rational Quality Manager.

See the Rational Quality Manager documentation on how to generate this file.

This library uses rqm-adapter-dir which points to the Rational Quality Manager configuration directory and must be in sync with response files.

This library also uses CONFIG_RQM_ADAPTER to determine if it should configure Rational Quality Manager after RPTv8 is installed.
