Failover to a new master

If the cluster master becomes unavailable for an extended period, re-configure the slaves to use a different master. To configure the new master, modify the master-name configuration entry in the [cluster] stanza for each slave WebSEAL server. Ensure the newly designated master has the most up-to-date configuration.
