In local cache mode, the API downloads and
maintains a replica of the authorization policy database on the local
file system of the resource manager. It makes all authorization decisions
in-memory, which results in higher performance and better reliability.
The local replica is persistent across invocations
of the application. When
the API starts in replica mode, it checks for updates to the master
authorization policy database that were made after the local replica
