WC Payments Cassette plug-in messages

The WC Payments Cassette plug-in uses a messages resource bundle and properties file for message internationalization. The WC PaymentsPluginErrorMessages_locale.properties file lists the error messages associated with primary and secondary return codes used in WebSphere Commerce Payments.
