By default, the internationalization service is disabled for use within EJB and Web-service enabled client applications. You must enable the service for client applications as well as for all server instances in the runtime environment.
Enable the service.
When calling the launchClient tool, include the argument -CCDI18NService.enable=true or -CCDI18NService.enable=yes.
