Scaling Controller 1.0

The Scaling Controller feature manages Liberty clusters by starting and stopping servers based on Scaling Policy.

Enable this feature

To enable the Scaling Controller 1.0 feature, add the following element declaration into server.xml, inside the featureManager element:
