For fix pack 9.0.0.6 and later, we can install IBM HTTP Server by using an archive install without the IBM Installation Manager. - Migrate and install IBM HTTP Server on z/OS systems
IBM HTTP Server Version 9 for WebSphere® Application Server for z/OS is a base element of z/OS V2R2 and later. On earlier versions of z/OS, using IBM HTTP Server required installation with IBM Installation Manager. On z/OS V2R2 and later, IBM HTTP Server is provided with the operating system, so no separate installation is required. Separate installations using IBM Installation Manager is still supported.
